Comments can't be edited in bug report subforums

I think I have a fix for editing comments in place. The way it's presented, it should allow anyone that's logged in to edit anyone else's comments, which doesn't make sense to me, but let's try it.

Good news / bad news:

- I was able to edit my comment on a bug report

- I was also able to edit someone else's comment on the same bug report (I am not a moderator btw)

(to be clear I made a temporary edit, then I immediately edited it back)

Sooooo this seems like a serious bug / security issue?

I also now have a pencil icon in the upper-left hand corner which allows me to “manage ideations” (e.g. move or edit any existing ideas).

It's as if normal users have been given god-like mod powers in the CIQ ideas subforums, which seems like a bad idea.

To be clear, I am not a mod, and I cannot edit anyone else's posts/comments in any other contexts (not even in the device beta bug report forums)

I am a mod, and from what you describe it sounds like we have the same powers now. I.e I wasn't able to edit your comment (I don't see Edit in the menu) and have all the other things you described

Seems kind of strange to be able to either edit any comments or none at all, but this was the solution IT gave me, and it's the only thing remotely like what you're asking about in the admin panel that I can find.
