Error downloading preview app

Uploaded an application and can't download to watch with following error message:

Sorry, the app wasn’t sent to your device because we’re having trouble communicating with our servers. Please try again later.

Other apps, not in preview mode download fine. In the past, as the submitter you were able to download while in preview mode. Is something broken or has something changed? This is how I checking things were uploaded correctly before it went live.

I can confirm that now that the app has been published, I no longer get the error. The behavior of the site has changed from how it worked previously. Curious if this is intended or something overlooked?

There was a change in the back end of the store that has temporarily disabled app downloads when the app is in a pending state. I asked to have this particular aspect of the change reverted back to the previous functionality because I assume that developers like to test download their app while it is pending. This should be back to working as before in a couple of weeks, after the next store release.
