Actually me_fire, that seems to often be the case, but not always. I wonder if this number is weighted in some way, such as "most downloads in the last 7 days". That way something new can become "popular", vs something that's been in the store for a couple months that's not been download as as much in the last week.

No, not correct. Check. The '1st, or most popular' has about 7000 downloads whereas the '2nd, or not most popular' has about 12000 downloads. Odd eh!?
