Some watch faces created by Garmin* are great, but in my opinion they lack customization possibilities and features like always-on second hands. This is probably the main reason for the poor reviews they get. And they seem to get "stuck in time" as Connect IQ evolves - which is pretty understandable and even desirable. We would prefer to have Garmin people working in solving the bugs and adding new stuff to the SDK ;-)

I wonder if it would be a big deal to make (some of) them open source and allow developers to adapt them. It would also be useful for beginners to learn how to program a 'real' watch face (i.e. something slightly more complex than the SDK samples).
So far Garmin has approved 'clones' (see links below). Therefore I do not think it should be a problem. Although I'd agree that having too many clones could be a bit inconvenient for the users when navigating the store.
Is it something you would consider, @Garmin?
