Actually, it's something that changed over the last 7 years. With Android, it used to be that when an image was requested, any processing required was done right in GCM, but awhile back, Android GCM was changed to be the same as iOS and a wifi request where the processing was done on a garmin server to be consistent as the Android processing had bugs and was hard to maintain. This way if there is a bug it can be fixed on garmin server and didn't require a Android GCM update. This way when a new device is added, anything that needs to be done can be done on the Garmin Server.
I have a feeling the only way this ever worked was using makeImageRequest, which wasn't around until CIQ 1.2.x
