Is my VA-HR broken?

I needed to reset my watch to "factory defaults" to review the process of installing may app from scratch, but now it refuses to connect to my phone.
After two hours of trying all the tricks I know - re-boot watch and phone, restart BT on the phone, Forget the connection... I always get to this stage after entering the code offered by the watch.
Earlier in the day, on a previous reset process, it got to this stage maybe three times, then finally succeeded.
