Comm.openWebPage notifications missing on phone

Back again!
This time I'm having trouble with Notifications from Comm.openWebPage. The PI Documentation says: "Request that GCM issue a phone notification that will open a web page." But doesn't really explain what that means.
When I started developing this aspect a few weeks ago, the Notification appeared on my Android phone in the top bar of the phone's screen, along with the Battery, WiFi, GSM etc. icons. I seem to remember that it appeared as a little Ci icon , which, when clicked, opened a page from which I clicked into a web browser.
When I did it last week, after an update to 3.13.1 the Notification appeared in the GCM/A app, not on the notifications bar..
Since then I have got no notifications at all when I openWebPage.
Is there a setting I have missed or mis-tweaked?
On iPhone, the Notification crashes GCM.
So openWebPage is effectively broken. I can still develop in the emulator, but can't test on the watch.

In digging through this a little more today I've found some other things related. I'm going to go ahead and move this thread to the bug forums and link the ticket associated as well for better tracking on the issue.

fixed in version 3.15?

This appears to have been fixed in version 3.15
There's no mention of bug fixes in the iTunes release site.
is there a full release note that we can have a look at?
