Is it possible for an independent developer who is not affiliated with a company to be approved for Developer Program access while working on a project?

I am a developer based in South Korea. Recently, I heard that Strava may be discontinuing its service in Korea, so I am working on building a more engaging fitness app as an alternative. I hope to integrate with Garmin and make use of its extensive fitness data.

However, it seems that joining the Developer Program requires affiliation with a registered company.
Is there any way for an independent developer to gain access, or an alternative path I could take?
