basically, use developer.garmin.com and download the SDK, and then point to that SDK with Window>Preferences>Connect IQ in Eclipse.
That actually is the only way I do it and I don't use the SDK manager. I find it easier than the SDK manager, and can switch between versions a bit faster.

I can see that being a better way if you do stuff via the command-line (for example, with Android development I have multiple SDKs and then symlink to the current version) but if you are only developing via Eclipse then using the SDK Manager (when it's working) is the way to go, especially for those new to Connect IQ and the IDE. :)
I've never used the command line - only Eclipse. I find it's easier when you have multiple versions of the SDK on your system. (I think I might still have a 1.0.x version! :) )
It's just another menu in eclipse, and maybe one more click...
The SDK manager for CIQ just gives you a simpler interface to pick or download an SDK, but the result is the same, and the change is seen under Window>Preferences>Connect IQ in the same way. If the SDK manager is having problems, this is a very workable solution for everyone, IMHO. I'm sure a fix is coming.
