How long does a developer remain as owner of published app if no new versions are being updated and current code isn't being maintained? Will ownership be transferred to a new developer?

The other key besides the source code is the developer key that is used to sign the iq file

The original dev owns it forever. Only that dev has the source code for the app unless they posted it online.

But then you'd put in in the store as a new app and you wouldn't assume ownership of the original one.

Indeed, if you lose your private developer key, you can no longer update any apps that were originally signed with that key. Probably a good idea to have multiple backups of the key. Personally I have a few offline backups as well as a couple encrypted cloud backups.
