I keep getting the "This app requires an update of your Forerunner 230. Please use Garmin Express to update your Forerunner 230." I'm running 5.40 though, and I've powered the device on and off twice. Still no luck. What's going on?

Reboot your watch by switching it off completely, and then back on.
Plug into your computer with Garmin Express, let it sync, and unplug it.
Unpair your watch from your phone and pair it again
