no export app option in eclipse

I have SDK 2.1.4 installed with Eclipse 4.4.2. I no longer see the option to export the app. My understanding was that 2.1.4 is not beta, and therefore should have that option. I did create a developer key, for the 2.1.x sdk. Am I missing anything?

What version of the Eclipse Plugin for CIQ are you using? (Help>Installation Details) You're missing more than just the selection to build an iq - you're missing the app settings editor and a few other things..

Weird, it's v2.1.5 sdk manager, but not the IDE
I tried installing the IDE, but it fails with
"An error occurred while collecting items to be installed
session context was: (profile=epp.package.java, phase=org.eclipse.equinox.internal.p2.engine.phases.Collect, operand=, action=).
No repository found containing: osgi.bundle,com.ibm.icu,54.1.1.v201501272100
No repository found containing: osgi.bundle,com.jcraft.jsch,0.1.53.v201508180515....."

Also, all 4 IQ...2.1.5 jar files are in the plugins folder of eclipse, as are the 2.1.4 files

I would try uninstalling the two CIQ parts of the plugin and then reinstall them from Garmin.. Both should be 2.1.5

problem was with Eclipse

Seems like the problem was with some other eclipse components that failed to update. Reinstalled eclipse and it works ok.
