Can Garmin enforce some content quality for the Connect IQ Store?

There are "developers" publishing tons of watchfaces that are simply a random picture and the time.  It cheapens the app store to the point where there is no reason to even have one because there is not much, if any, innovative content.

As a longtime Garmin user, I find there is no app, watchface, or data field on the store that offers something better than what comes on the watch.  Even Garmin's own content on the store is mediocre.  30 watchfaces of Chinese novelty images.  It's dumb

I've seen the same lack of quality content occur on other app stores when there is no barrier to entry.  People figure out how to create and publish content and then saturate a store with low effort content.  Someone gets the idea that they could make a living selling dollar store apps and then saturates a store, gets the idea to put on a resumé that they are a prolific developer of some sort, or for personal gratification/notoriety. All it does is cheapen user experience.
