I don't know what the fenix 3 watch face looks like, but if all information displayed in this watch face is available in connect IQ then this is possible.
But.....
- the watch face would need to be rebuild in connect IQ. Just turning it is not possible;
- the current connect IQ framework does not allow for text to be drawn at a 90 degree angle, so that's a bit of a challenge (not impossible though, but the location of every letter has to be calculated and drawn with a custom font)

I've reported this as a feature request for a future release. I know that we already have the ability to rotate bitmaps on the books.

Rotating bitmaps, rotating text, rotating screens, ... It seems that it might make sense to insert a transformation matrix between the user and display. That way anything could be rotated/scaled/offset directly and there would only be one system for doing so.

That's very good idea.
What should be requested is not related to connect IQ only. Would be nice to have an option in watch for particular screen/widget/watchface "Rotate by..."(x degrees). Maybe just one global option.
The same also in connect IQ SDK for some subsets like screen, font, text, bitmap.
Fenix3 has square(plus rounded!) screen 218x218 so the feature might be trivial to implement ;)
