Hello, i am unable to select Monetization yes ,,, even if i selected it,, garmin will save it as NO,,, why?
Perhaps i was not verified yet as an EU developer? Or is just a garmin upload bug?

It's not related to whether you are already approved developer or not, since this was there also before that.
Other developers also had similar problems in the recent weeks, seems like the bug still…
What do you mean blocked? Submit your app with monetization set to No. If it's not approved, then I think you get a mail, and you can reply to it and tell them to either fix the bug or at least ask them…
This should be fixed—I just finished verifying the fix myself. I'll be rejecting any apps that were uploaded with this set to "No" due to the bug so anyone with a paid app has an opportunity to update…

I'll report this to the App Store team. There was a bug like this a few weeks ago that was fixed, so perhaps this is a regression.

I'm being asked to attach billing information when downloading a free app now? Is that a bug?

For new apps, even if you just have a link for donations, you have to say it's a payment app. I'm not wild about this for donations, but Garmin is working on an update for this - It's the EEA stuff and lawyers are involved.
