Official way to download the SDK without using the SDK Manager?

I want to dowload/install the ConnectIQ SDK on my work laptop. However, the SDK Manager doesn't work. It cannot retrieve any information about the SDKs. I'm pretty sure this is because our company network firewall is configured in a way so that it injects an intercept SSL certtificate for all internet connections. This probably means the SDK Manager cannot validate the SSL connection and fails to connect. WIthout giving a proper error.

The intercept certificate has been added to the laptop's cert trust store, so it shouldn't be a problem. But in my experience some apps don't use the Windows cert store. Normally I'm able to configure such apps to skip the SSL verification or manually add the cert to the (Java) cacerts store. But it appears the SDK manager doesn't allow for such workarounds.

Is there a way to download the SDK files manually? From this old post ( https://forums.garmin.com/developer/connect-iq/f/discussion/236053/can-i-download-the-new-sdk-on-linux-without-sdk-manager/1121099#1121099 ) I know about the JSON file that lists all SDKs. But it also mentions you'd need device configuration files that aren't present. Has this situation changed. Is there a solution for downloading SDKs without using the SDK Manager?
