This is currently the behavior by design, but I know the store team is planning to change this behavior in a future update. I don't have enough information to estimate a time frame for this update, however.

i actually emailed the connectiqadmin email about this yesterday. the categories seem broken for the last couple of weeks. Used to be (as in all time until dec-jan), your app behaved like stated in the OP above. and did penalize you for making updates by tossing your app to the very bottom where it would have to climb back up again.
anyhow, in the past month, random apps are at the top of some categories (Data Fields for Cyclists for example) and the long established apps are not even in the list anymore.
