You can only test app-setting from GCM/GE for things in the app-store.
But what you can do, is submit it to the store, and include "DO NOT APPROVE" in the description, so that you are the only one that can see or download it.
When you're happy with the results, remove the "DO NOT APPROVE" from the description.
