Older apps don't show up in Connect IQ store categories like "Data rich watch faces", etc. The maximum number of pages is limited in each category to about 5 or so. Can't this be changed to show all apps categorized in that category?

It's not age, it's popularity. When you view "more" for a category, it only displays the first "X" apps based on popularity. If it tried to show all apps in a category, there would be 100's if not 1000's. How many people would go past the first 5 pages? In the Connect IQ mobile app, you don't even have pages. Just a list of apps.
I have apps I first submitted in 2015/16 that show even before you tap more, and newer apps that don't show at all.

It's a list of apps with "infinite scrolling" (additional items are loaded on demand as you scroll to the bottom), so the same principle applies. I've found that once you scroll to a certain point, more apps aren't displayed (the cutoff is maybe ~100 apps).
The OP is really asking for all the apps in a given category to be available; I think the actual mechanism of showing those additional items (scrolling or pages) is irrelevant.
Contrast this with social media apps, where it's at least possible in principle to scroll to the bottom of a very long timeline/page/feed, even if most people won't.
To be clear I think infinite scrolling sucks (where more items aren't loaded until you hit the bottom of the current "scrolling window"), because it takes forever to scroll to the middle or beginning of any long list. I much prefer hybrid approaches where items are loaded on demand but there's still a usable scroll bar or scrubber so you can instantly jump to any arbitrary point in the list. In lieu of that, I'd actually prefer pages, but I understand why people don't like pages anymore. I would say the same about these forums, as a matter of fact. But that's neither here nor there.

In this case, since they're loading additional items on demand anyway, I'm not sure why they have to have a limit. Just let users scroll forever if they want.
Anyway, it's typical Garmin. Everything is slow and the UX is horrible in general.
Similar problem with the Connect IQ app's management of CIQ apps on your device. If you tap on My Device, you have to wait for all installed apps to be enumerated before you can even tap on a category (such as My Data Fields) to see more information. Kind of a step backwards from the way it was done in the Garmin Connect app.
