Edge 1030 with FW 11.10 loses GPS signal when a CIQ Widget tries to access position.

I was contacted by a user of my radar widget that when ever they access my radar widget their Edge 1030 on FW 11.10 (latest release) will report that it drops the GPS signal for about 2 seconds then regains the signal.  Once GPS has been accessed by a CIQ widget the device will lose GSP fix every 3-4 km until the unit is powered off.  The user noted that they started seeing problems once they upgraded the device to 11.00 but also sees the problem with 11.10.  Which make me suspect a possible FW issue.  Since I don't have an Edge 1030, I contacted another user who has helped me troubleshoot somethings in the past.  Below are the steps they went through which demonstrated the device worked properly on FW 10.2 but breaks once the device was upgraded to 11.00.  The text below is the observation from this user confirming the behavior.


I've just now pulled my 1030 out (it spends 99.99% of the time on the shelf ready as a backup) and it's on 10.2 but is telling me 11.0 is available (11.0, not 11.10, even though I see on the Garmin forums that 11.10 is available which appears to NOT be an OTA update, but has to be manually installed) I let the GPS sync up (confirmed five bars), checked my location on the map, looked at the radar, confirmed I still had five bars, and looked at my location on the map again.  No problems.  At this point I upgraded to 11.0.  And then the fun begins.  Here's my observation.  I swipe down the screen.  I notice that GPS has five bars.  I swipe right, and my first widget is Accuweather MinuteCast (https://apps.garmin.com/en-US/apps/c1facb1f-db5a-4352-adf3-9dd09e6fc668)  Immediately the Edge 1030 tells me on the top line of the screen "Lost Satellites" but Accuweather still brings up current conditions.  I swipe one more screen right and I have WRW4.  The "Lost Satellites" notification is still on the top line, but it also pulls up the radar.  I swipe left two screens to get back to the "main" Garmin widget and I have no GPS bars, and then I quickly get all five back.  I can replicate this quite a few times before it starts behaving properly.  While this behavior is happening, occasionally swiping between Accuweather and WRW4 I do notice that sometimes Accuweather will say "We're unable to get data for your location" which usually indicates to me that I either don't have a good data connection or I don't have a good GPS fix, and WRW4 will sit on "Waiting for position", but going back to the "main" Garmin widget I'll see that I have no GPS bars, but will get them back quickly, and then swipe back to that widget and it's hit and miss and whether the widget will get a location.  In my testing, it seems the longer the 1030 is on, the less chance of all of this behavior is of happening.  Until it gets to where it won't happen at all and will function perfectly.  But rebooting the device causes it to start happening again.  I recreated all of this from a fresh start three times with the same results.
In the spirit of good testing, I checked my 1030 Plus for this same behavior.  It did not display it.

The link to my radar widget is https://apps.garmin.com/en-US/apps/9c692f27-57d6-4488-91ae-5dd846a4ad26 but you can see that it appears to be any widget accessing the GPS location even for a 1 time event seems to affect the running GPS link.  It seems like there may be a bug on the latest Edge 1030 FW about how it is allowing widgets to access location.  I am going to open a bug report but also link back to this thread in order to help capture the longer discussion since the bug reports only display the 5 newest or 5 oldest comments.
