I have installed SDK Manager, SDK 3.2.2, all available devices (by SDK Manager). Why is there no device in this window (New Connect IQ App Project in Eclipse)?
Have you tried closing eclipse and restarting it?
Of course, many times and Windows restart, too.
On windows, what do you see under
c:\users\(you)\appdata\roaming\garmin\connectiq
(not sure of the path for other than windows.).
What version of the plugin are you using?

What's under devices? you should see a folder for each device.

It sure looks like you haven't installed the latest version of the ConnectIQ Plugin. If your existing eclipse install has an old version of the plugin, you should be sure to Close the ConnectIQ Perspective:
Then remove the ConnectIQ Perspective:
Once the existing entries are removed, follow the instructions to install the plugin again:

I did all of this and it's still the same.
Why devices in SDK Manager have the text "new"?
The 'new' indicator appears if the device was first showed within the last seven days.
The only reason that I can think of that would cause the devices list to appear empty would be if there was a problem enumerating the device configuration files or they are somehow installed in the wrong place. It seems that they're installed in the right place because the SDK Manager sees them.
Out of curiosity, what is the value of the %APPDATA% environment variable? More specifically, given the path C:\Users\<UserName>\AppData\Roaming\Garmin\ConnectIQ, what is the value of <UserName>?
