How can I generate a documentation like the developer api docs ?

I am working on a new application for linking ActiveLook glasses to Garmin watches and I am trying to generate a documentation and I have two questions :

1. What is the syntax for the comments ?
2. What is the command to generate it ?

I could not find any information or examples
