No, this is how Garmin intended it to be.
You will note also that your statistics get reset on each new version being uploaded.
Be careful and selective about what you need to update. Rather wait a while and update a couple of things in one version.
Your app will move its way back up.
A formula is applied which I believe include factors like rate of downloads, ratings etc.
It seem to be fair, well, to me at least.
