I think it determines that based on how many downloads in the past x amount of time and not the total downloads.
Perhaps the current most popular should be renamed 'trending this week' and have a more accurate 'most popular', as there isn't any time span indication so suggests more popular ever.
The download count is misleading, it should show the number of downloads for the given timespan.
