Are your device files up-to-date?

"en-US" is not a valid language in manifest.xml, which doesn't use ISO language codes. The correct code for English is "eng".
You should use the manifest editor to edit your languages:
You can also open the command palette (CMD-SHIFT-P) and select Monkey C: Edit Languages.
Try uninstalling and reinstalling those device files via the sdk manager.
I had a similar issue recently after updating the sdk to 8.4.0 with fr955. On existing projects where it used to work it all of sudden stopped recognizing that device (other ones still worked) preventing me from building the project. Rolling back the sdk version didn't help. In the sdk manager I uninstalled and reinstalled that device and it started working again.
I'm pretty sure the problem is exactly what I suggested.
Again, as I pointed out, OP implied they set the language in manifest.xml to "en-US", and again, "en-US" is not a valid language code in CIQ.
You can easily reproduce the problem by opening a CIQ project and editing manifest.xml to have a language of "en-US" (and no other languages), then running the export command.
