Are down load numbers delayed for paid apps?

I have a couple paid watch faces that I uploaded on 08/20, they each show 10+ downloads but i know there has to be over a 100 based on social media engagement I have seen. I use the Connect IQ merchant account and when I run the report for 08/20-08/22 it only shows refunds and no sales.

So my question is, are down load numbers and sales report numbers delayed to allow for the 48hr return window to pass?

Sale reports are not correct imho, the payments also don't align with any reports. Download numbers count per account not per device. Social media is also not to be trusted. They might have installed the app and revoked it within 48 hrs to get their payment back.
