The Merchant Account tab does not currently display on the store's developer dashboard unless you have published at least one app with your account. This will change in the future so a published app is not a requirement.
For now, you'll need to submit an app for approval, and then the Merchant Account tab will be visible for you to proceed through onboarding. You can indicate "DO NOT APPROVE" in the submitted app's title and description so the store administration team responsible for app approvals will leave the app pending until you're through merchant onboarding and want to release the app to the public.
I ve another question, my merchant account says action required, but all things are marked as verified, so it s as option grayed out in upload

You also can use the Garmin Payment system on old watches like the 235, The oldest you can use it with is the fenix6 pro if I recall..
