Where is Merchant Onboarding?

Our team has been in the process of trying to launch our paid application on the Garmin Connect IQ store for the last week or so. We have been through the instructions a number of times now and have not been able to find the necessary web pages/links to help us:
1. Complete our Merchant Account application
2. Pay the $100 program fee
3. Upload the paid application on the store
We have been given info that has only lead us in circles as we are continually told to reach out to this mailing address "[email protected]” or visit the following documentation in order to proceed, neither have netted much of a successful outcome to this point. We have also looked at various forum posts related to the matter and nothing has helped our situation.
The problem is, we do not have access to a ‘Set Up Merchant Account’ tab in any of the various sign in portals, nor do we see any ‘Merchant Account’ tab in our Connect IQ profiles. We are in Canada, this option should be available.
Has anyone else run into similar difficulties with this or is aware of where we actually need to go to start the onboarding process
