The SDK does not provide a way to read existing workouts, so to do exactly the same thing is not possible at this time. That said, you could theoretically write an app to store distance and time offsets to the object store to get similar behavior. The difference being that you'd have to record your activity and race against it from the same app.
Theoretically yes. But they charge you a 5000$ fee, if you want webservice-access to that kind of information. Thats how they ensure that you don´t buy a "cheap" 200$ device and some developers recreate the functionality from a >450$ Forerunner or Fenix.
Same with trainings and other stuff. Look at the price and functionality differences between the Forerunner X00, X05 or X10. You´ll pay for every feature ;)
Currently you can rase against an existing Activity, but there is a bug, you will not see the map of the track. But you can create a course from activity and let you navigate.

That would be interesting! Please be so kind and show me an App for the VA, which is able to use a training or an activity, created in garmin connect. But I´d expect, there is none :)
