Rip Curl watch does have it and I'm shure Garmin can do much better.
I think http://tides.mobilegeographics.com/ is a good base as well. Can be use to force/synchronize model and app can be used in standalone after that.
I have no clue of codding Garmin app but if someone can try, I will give an hand with pleasure for specs and testing app.
Summer time, so just go for this challenge :-)

I've been following this post long time but I can see now it's "on hold" and that's a pity :(
Beside RipCurl watch, a much more elementary watch from Nixon Lodown is capble for tidal info with sinusoidal view also and it's capble for many different locations around the world (at least the most well known surf spots).
I'm really confident that Fenix 3 can handle this task with no problem at all, including, if possible a big plus by adding moon phase also.
I'm really looking forward to see this app up and running and if someone need my help I'm more than ok to help (by searching info at least since I'm not a programmer :()
This app/feature would be also from Garmin's interest since it's another slice of market that can be pulled in! The surfers community.
