Garmin Apps, Data Fields and Widgets

Does anyone know how Garmin decides which devices receive their apps, data fields and widgets? I have been requesting (not demanding) that Garmin release their "Tides" widget for the FR935 for months now. I have yet to receive any response from Garmin. I think this would be a great widget to use for open water swimming, the new "Kayak" app in beta 8.99, and it would compliment the existing Garmin apps "Fish", "Boat" and "Anchor". The decision making at Garmin baffles me. Garmin's "Mecca Finder" widget is available for 29 devices. There are currently 6,981 downloads. That's an average of 249 per device. The "Tides" widget is available to 7 devices with 49,317 downloads. An average of 7,045 per device. Before anyone gets worked up, I'm not diminishing the importance of the "Mecca Finder" widget at all. It just makes no sense to me that Garmin would restrict a widget to 7 devices that obviously has a high demand. Yes, there are IQ widgets that have this data, but those are pay subscriptions. I understand that the widget wouldn't work across all devices, but the widget is available for the Fenix series and the FR935 has been referred to as the "Fenix Plastic". How Garmin decides which device uses which app, data field, or widget is frustrating to say the least.
