The Row app on the Fenix 3/5 uses the swim algorithm to determine stroke rate. The algorithm uses the magnetic sensor which is normally used for the compass. This is why if you try accessing the compass during a Row activity on a Fenix 3/5, the compass is frozen.
You could use the Open Water Swimming app on the Epix if you'd like to get stroke rate. Obviously other things like calories will be wrong, and pace won't be min/500m, but there are data fields that can help.
