App to Turn-off/On Bluetooth/Phone Sync and AutoUpload using Wifi

Is there an app , that can turn-on Bluetooth/Phone Sync at a particular time and turn it off after some time.

The same feature should be available for the AutoUpload using Wifi.

Does anyone know if this possible via the SDK ?
