I'm captivated by this watch face design (attached picture) and yearning to bring it to life on my wrist! But alas, my artistic skills are more "stick figure" than "sleek minimalist."

That would explain it. When you open Garmin Connect Web, can you click on the Connect IQ Store from there?

Click the watch icon in the upper right corner, then under your primary device, click on Connect IQ Store.

the annoying thing is that even the new GARMIN-developed watch faces show that This app is incompatible with the selected device, while supporting the older fenix models.
