Schedule battery saver On/Off

Is there an app that allows you to schedule turning battery saver off, say every few hours during the day, to allow the watch to sync with a phone, then turns it back on after a few minutes to save battery.

No, but on some watches you may be able to assign a hotkey for that. When not, then on most models, you can turn the Battery Saver or the BT on/off quickly through the Controls menu.
