It looks like there is a website (alexa.amazon.com) that can be used to control your echo. It may be possible to send a request from your Garmin to this site. What would it to do?
That would not be a ConnectIQ app, that would be a Garmin Connect app. App developers are required to pay a developer fee of $5000 to Garmin in order to access Garmin Connect.
Ask Alexa how many steps I have walked today, or how many km I ran this week?
Has anyone planned an app that works with the Amazon Echo? is that even possible?

Fitbit can connect to Alexa. This could be nice with Garmin as well. Imagine if you could ask how many steps you did, or how well you slept last night. Maybe how fast you were on your bike yesterday or what trainingsession you have tomorrow?

So why doesnt Garmin do this? Seems like if they dont do a connect to Alexa then I will dump my Vivoactive and get a Fitbit. It doesnt worry me who makes an item that is so cheap to change! Garmin's loss not mine.
