It is also not the purpose of the forum. The purpose of the community forum is the mutual help of users. If you want a reply from Garmin, contact their support.
I have contacted support many times on this issue (although not in the last year or so). I have spoken with multiple support representatives on the phone, through email and by chat..It is a "known issue" I was told multiple times that they hoped to address it with the next release.
For me, with a Fenix 3 HR, it worked when I selected an activity in my training plan, and changed the duration of the activity (added one second) and saved that particular activity. Then I synced my device and all activities were synced as they should :-)
I synced training plan, and bike, run and other workout I created, but I can`t sync workout for cardio and strenght. Looks like not all activities workouts can be synced :(

This worked for me! Just edit the workout on the website and then re-sync with Garmin Express. I didn't try it through the mobile app, but I will next time to see if that works.
Has the Garmin engineering team solved this problem? Major issue with garmin right now and how they don't seem to have a solution after 10 months! This is so disappointing. Would consider getting rid of all my garmin devices all together because of this.
