There seems to be many different security solutions for Garmin Pay to handle. Maybe that particular one isn't implemented correctly in Garmin Pay for iOS or that your bank isn't giving the correct response…

What error message do you get? Post a screenshot.
It is a tricky one. Garmin Connect says the card has been declined by your bank and your bank says there is nothing blocking the card from being added to Garmin Pay.
Since your bank says everything is ok, then you should talk to Garmin Support and see what they have to say.: https://support.garmin.com/
Maybe they can see a more informative error message.

Same bank, same country and same issue.
I have just changed my mobile to an iphone 14 pro, before I owned a google pixel 6 and everything went fine with Garmin pay and Boursorama.
I have sent a message to my bank, they are trying to investigate but I guess they will find nothing is wrong.
Garmin, any idea ?
EDIT : email sent to garmin support. Mobile is Iphone 14 pro, OS is 16.5, Garmin connect version is the last one. The same visa card is also used with apple pay without any issue.

For sure the issue is with the last version of GARMIN CONNECT for IOS because I have tried with an android phone, and I was able to achieve 99% of the process. Why not 100% ? Because I had to to install the app of my bank to finalize the authorization and I did want to do so since the android phone was not mine but friend's.

Garmin's Support is at https://support.garmin.com, here, you are just on the user forum, and Garmin rarely intervenes here.
Ah ok, it is sad then. Garmin France replied to my email and told me that everything is right on Garmin side, which is obviously not the case. I'm disappointed.
Since you tell it is working with Android, cannot you set it up on the Android phone? If you use the same account, the settings will then propagate to the iPhone too.
