Hi! Try this. If GC asks for sign in, just end the app (double click home button and end GC) do not logo in. The try opening it again. It works for me. But it is weird.

Also tried a hard reset and it made no difference
I *think* I found a workaround. Here's what I did:
1. Cleared the Safari cache / cookies (Settings --> Safari --> Clear History and Website Data). I did this in response to one of the other suggested answers. It may not be a necessary step.
2. Log into the Garmin Connect (website not app) on Safari (force the login on Safari) and check "Remember me". My thinking is this forces the login cookie to be saved.
3. Log into Garmin Connect Mobile,

So far, so good for me. I've shut down my phone (iPhone 11), force-closed the app, etc. and GCM has not lost the login / GPS device (yet).
My guess is that the app uses the login cookie, and the current version of the app is not setting the cookie correctly.
