Have you removed the watch from your old phone? It is very important to remove it from bluetooth devices.

If you've literally followed all of the steps in this post, and the 2 videos, and still cannot connect your Venu SQ, contact Garmin Support via phone or chat.

Just to clarify, was it different from this?
On your Garmin device place into "pairing mode." Differs per device, but on newer devices it's Menu >> Connectivity >> Phone >> Pair Phone to manually enter pairing mode.
