I have the same issue. Just started using LiveTrack again and it is non functional (edge 1000 and Nokia Android phone). Live track message is sent, but no data appears.
Edge users seem to have all the problem with the v4.30 if Garmin Connect. Garmin Support is aware of the problem and promissed a fix in the next version. Either wait for the release (may take some more weeks), or downgrade to the v4.29 of GCM from one of public APK archives.
I get the exact same problem. Probably started about 6 weeks ago. I follow the directions to the letter and the email goes out. But the link in the email goes to a dead map. The maps says it's not getting data. But the ride is recorded on my 520 and I upload the data just fine afterwards.
This is aggravating as hell. Garmin needs to respond to it's customers and fix it - pronto!
V4.31 doesn't solve the issue in android
Same here with Redmi 5 plus. Used to work flawlessly a few weeks ago. Now functionality is broken with no fix in sight. This was a major point for my wife.

My edge 1000 will be the last garmin device I bought...
If the Live Track option is important for you, and you experience the problems (so far it looks it concerns only Edge users), install the v4.29 (or older) from an APK archive, and you can continue using it without problems till Garmin fixes it.
I have downgraded back to v4.29 and the Livetrack seems to be working. It is showing my Edge 1000 GPS point on the screen but it seems like it is not running up to date tracking but rather it is updating anywhere from15 - 90 seconds. This is better than not working at all but hopefully Garmin fixes this asap as this is a very important feature for most users.
I just went through this issue today. It was suggested somewhere in this forum to go back to an older version, 4.29. I finally figured out how to do that on my pixel phone. And now live track seems to work on my two Garmin devices. The current version, 4.31, does not work!
