There was quite a bit of talk regarding this on the cycling forums. Personally, I had a rough time with LiveTrack until I got a new phone. The BT connection between the phone and my Garmin watch is now consistent and LiveTrack almost never fails.
OK, this one was helpful. Indeed, the trackLog (background data in JSON format), is completely empty.
Since you both have Edge 520, it might be a bug on that device, not cooperating properly with the LiveTrack feature. Other users on the Edge 520 forum could help better than we here on the GCM Android forum. They could either confirm the problems, or exclude the bug if it works for them.
If not a general Edge 520 bug, it could be perhaps a problem of insufficient permissions either in the Garmin Connect account (i.e. Storage & Processing and Device Upload in Privacy Settings), or on the phone (i.e. missing permissions to use mobile data for the GCM app, or otherwise limited mobile data use), or simply a lack of mobile data connection during your ride.
On the phone, go to Android Settings » Connections » Data Usage » Mobile Data Usage » Connect and verify that both options Allow background data usage and Allow app while Data saver on are enabled.
Anyway, it does not look like a general problem with Live Track, or with the GCM app, since it works all right for others (at least myself, I use it daily, and did not see much Live Track problems reported on the forum yet). If nothing helps, simply call Garmin's Support.
Both settings were set on (Background Data and Allow on data saver). Interestingly, it shows that 26.33Mb were used in Foreground and 120b (seriously.. bytes) were used in background on Connect in the last couple of weeks.

Looks OK. I have 6Mb in Foreground and 0 in background. I have GCM opened permanently, and except of the outdoor activities with Live Track, the phone is practically always on WiFi (so no mobile data usage). The JSON data of a LifeTrack of almost two hours is just some 250kB long, and the data that GCM syncs besides that, is not huge either.
When you ride the Live Track, do you keep the GCM app open? If not, try it. The next time you start the Live Track, have a look at it, check whether it continues getting data from the Edge, and try tapping the blue double-arrow ring at the top right, and verify whether it syncs sucessfully (closing the white circle around the device icon, and turning green).
Other than that, I am afraid I can't help more. Try the Edge forum, and the support.

When starting a live track my followers get the email link but that just tells them 'no signal. Whilst I am riding the edge computer works perfectly. At the end of the ride live track also used to finish automatically, now I have to manually stop it. All information about the ride is synched to my phone andbgarmin connect perfectly.
I have tried all the usual trouble shooting tips that people throw around, rebooting, reinstalling, repairing, app permissions. None fix the issue. In short I think it's a newly introduced bug so am now just awaiting a fix.
I am having the same issue with an Edge 1000 and a Samsung Galaxy S9. Since the Connect App last updated in April, my live tracks do not work. I get a notification on Edge and phone that the livetrack has started, the link to the livetrack is sent (centered on my start location), but there is an error message in a yellow box that says, "No signal. Trying to reconnect." I have made sure both the Garmin and Phone are updated, uninstalled and reinstalled the app on the phone, unpaired and re-paired the Edge unit with the phone, all other functions are working as normal (e.g., end of ride automatically uploaded to Garmin Connect and Strava, can receive phone call and text notifications on the Edge unit from the phone, etc.

I also have the same issue as you all do. I have tried the same as you all have, and its driving me NUTS! I have switched off my Bluetooth to the phone and use my forerunner 45 to do live track, and it works just fine! I hope it gets fixed soon?!
