As posted it doesn't, but you can launch MapInstall through it, but MapInstall can only then install a map to your device IF you have previously downloaded that map to your computer for BaseCamp to use. You do however say you haven't done this, so somewhere you are in error.
This thread is getting a little out of hand. I assume you are in North America and you state that your device is a DriveSmart 66. I think its is save to assume that your map is a City Navigator North America NT and not a Traveler Addition. The current version is 2023.20 as of Nov. 8, 2022.
Is this the version on your device?
DO NOT plug your device into your computer. Open BaseCamp then on the menu open Maps>Manage Map Products. Are the maps listed unlocked and are they on the same drive as BaseCamp?
Is the City Navigator North America NT map on the list?
If you try to create a Driving route, does it follow the roads with or do you just get a straight line?
How are you entering the address? Try clicking on the search icon in the upper right (without enter anyting), click on the cog/gear symbol next to Search Results, for Type choose Addresses and see if that form works.
If this does not work and the correct map is on the device, close BaseCamp and delete the /ProductDataCache folder. Restart your computer (not Shut down). Open BaseCamp, give it some time to rebuild the computer and check your address search again.
DO NOT plug your device into the computer. Open Garmin Express. Does you device show up with then number of devices you own (Blue circle upper right)? If not, you have not registered the device.
If it is present, click on your device, then Map Details under Software update., then map options. Do you at lease see Reinstall Map? If so, plug your device in and reinstall the map on your device, this may give you the option to install on your computer now or after the install on your device.
If things are still not working, CALL customer support - do not send them an email. Other possible issues are a bad install of windows 11. Maybe inot installing BaseCamp on the boot drive can cause an issue.
You can check your windows 11 install by typing cmd in the "Type here to search" and choosing Open as Administrator. You must be connected to the internet. Enter the following:
dism /online /cleanup-image /restore health
When done, enter exit on the command line
standby - working point by point thru your suggestions..\
Bear in mind according to the OP BaseCamp has always worked up to now and that according to him he's never used Express and BaseCamp has always updated his maps. It's a confusing situation that simply cannot be correct. It will be interesting to see how he gets on with your list.
Ignore the blue circle - it indicates when updates are availabe and how many.

If the DS66 is not USB connected I get straight lines.
With the DS66 USB connected, it follows the roads.
close BaseCamp and delete the /ProductDataCache folder.
Deleted folder, per date/time stamp it was rebuilt.
Same result – This map product does not support address search.
using only Garmin Express, the DS6 shows.

When I previous tried to manually select the City Navigator North America NT 2023.20 v26.20 when the DS66 was USB connected, it told me it was already installed on the PC and recommended its use.... except for "did not work" bit, sounded good.

Using Find | Find Adresses option: no results found, on repeat search error message: “enter address to search” – even tho the search text is still in the box.
operation is erratic. the cog tool version works.
............on re-starting BaseCamp again, it works . . .
so the jury is still out on the Search Issue.

You only had the Global map before the reinstall. There are no smaller roads in the global map. So, this is expected (without a detailed map).

Use:
/restorehealth
Anyway....
It's very unlikely that your issue is due to Windows not being installed correctly (which is what DISM is used to fix).
My error on the dism. As dpawlyk wrote it is restorehealth without a space.
When a device is attached to the computer it will show maps installed on the device as well as those installed on the computer. When it asks to use the map installed on the computer click on yes. Otherwise, try selecting each map, the one installed on the computer won't open the pop-up.
My prefered BaseCamp usage is to only attach the device when I'm ready to upload or download data. But the choice is yours.
BaseCamp 2D is a version of BaseCamp that does not allow 3D rendering. If you have an older computer with a less powerful graphics card it might work a little faster. But if you can run Windows 11, I doubt that's the case, so just stick with regular BaseCamp. The 3D rendering is'nt useful with the City Navigator maps, but some day you may get a third party map or Garmin outdoor map that can make use of this feature.
I've always found address searching a bit eratic. Less is usually more. On a first pass, I omit street number and parts of the name like st, street, ave, avenue, north, N etc. Then refine the search once I know I'm in the right area.

is there a method to remove one of the two maps installed? it does seem possible that the system gets fully confused with multiples of the same map.
I looked at the DS66 using File Explorer - did not see anything resembling a map file, did not go to un-hiding files tho....
here's the info on dism from win11 - the blank space also raised my suspicions, that's a 'not normal' for command line arguments.
you'll note there is no "health" or "restore" in any of the arguments.
apparently MS has rearranged any of the still floating deckchairs found....
