I have the exact same problem. I have "forgot" both devices, restarted both devices. Went throw the pair process. I get the code and connect. The green phone icon flashes on the Garmin but it never connects. I see the the Garmin in my previously connected list but when I open and select connect nothing happens. My phone is a Moto Z2 and the last software update was July 31. This problem began approx 1 1/2 months ago so it was not the software update.
This did not work for me. My 520 continues to say that the bluetooth device isn't connected.
It's working. I tried the above several times and finally after removing and reinstalling everything it finally works again. I'm not sure exactly what the magic bullet was since I did everything about 3 times, but now it's working.
Garmin really doesn't make these things too user friendly once they break.
These 11 steps solved my problem. I had tried basically the reboots/pair/unpair for over an hour before finding this page. The secret was reinstalling garmin connect app.
