This is definitely abnormal. Has this always occurred or is this a new development? Also, are you manually putting the device into sleep mode, or are you letting the device automatically do this after your activities?

You may be able to help me. I purchased a 1030 in April of this year. And several times, this happens:
I'm on a ride, and I pause for a breather/rest. I pause the ride pressing the lower-right button, and then I press the power button to put it in sleep mode.
After a few minutes, I press power again to resume the ride, and it never powers back on. I try pressing the power many times, try holding it for a few seconds, and it remains off and unresposive.
This has happened when the battery was at about 40%, yesterday it happened when it was 55%.
Then I feel like my device is either dead or the battery is a lemon and needs to be replaced.
But I just read on here, that this is called a device lock up and that holding the power button for 10 or 15 seconds will unlock it. And when I tried that, it worked and turned on again finally. I had it plugged in at the time too, thinking that charging it would wake it up. But charging did not wake it up or show any info until I pressed the power button for a while.
Is this a known bug? This lock up? Is it a feature? Any other posts or FAQs about this? It's not in the Garmin manual.

It's been occurring on mine intermittently since the 10.0 pre-release with it being powered off or in sleep mode. So far, 10.26 hasn't done it, and I keep checking it pretty often now.
