My VO2max suggested activity ended up being counted as an Anaerobic Capacity activity

My suggested activity for today was a VO2 Max run, 8 repeats of 2 minutes at 162 beats per minute with one minute rest in between (though I must admit, I did extend a couple of those rests). I was able to reach at least the bottom of the desired heart rate range, 157 BPM, for six of the repeats and got close to it on the other two. The watch gave me a 67% Execution Score, which was at the bottom of the Good range. When the activity ended, the primary benefit was cited as Anaerobic Capacity. I'm hoping someone can provide some insight or suggestions as to the logic of this switch.
