This has been fixed on Beta 19.09. For more information, see Public Beta Version 19.09.
If you are experiencing the issue after 19.09, please create a new thread or contact Garmin Product Support.
…I've now tried both walking and hiking activities with all possible combinations of the general and per-activity "lock on road" setting. I've not been able to switch the lock-on-road off, no matter what…

In my case this bug appeared with the 18.22 update. It wasn't there before - although I am in the beta program and had the previous firmware versions on my device.
I've switched on and off all relevant settings, but without success ..
This bug is very irritating when hiking in the mountains or during my mapping activities for Openstreetmap.
