Looks like this qualifies for a replacement based on the Steps calculation and heart rate values. Thanks Garmin support for the no nonsense handling of the issue.
Update - the latest watch has the same issue, it doesn't count steps, in this case at all. It seems to be better at counting steps when not connected to the phone/account. But it still doesn't seem to work. Support believes this is another "lemon" although I find it hard to believe the hardware in two watches malfunctions the same way, we'll see when the next replacement gets here.
After receiving the replacement, still no dice on steps calculation and heart rate values. Getting a second replacement, if this doesn't work, I'm going back to believing it's the firmware, regardless of what the Garmin users are saying.
Very unfortunate.
