After update to 15.19, I found my Forerunner 955 Solar was unable to sync with Garmin Express.
An error occurs: "There was an error syncing with Garmin Connect"
already update to the latest version of Garmin Express:
BTW, I asked one of my friends who also has Forerunner 955 Solar and updated to 15.19 recently, he had the same syncing problem after updating.

1.Go to the Garmin Express home page. Right click on the device and "Remove from Express".

I have the same issue since 15.9 was installed. I tried all steps and they failed. I have a 955solar and I use a Mac for Garmin Connect.
No problem on my side. However on PC, the last version seem to be different than yours (I suppose you have Mac?)
Yes, it was Mac.
But I also tried on PC, same error...
