Yes I think that is how it is intended. Turn on BT when activity starts. When I look at the API as a developer it is not possible to turn of BT but only connect to existing linked devices (HRM, etc).
But I would expect it to when activity is finished that it turns off BT after a certain amount of time (For Syncronization reasons).
You should try to report it as a bug if it does not turn off.

ANT+ can be bidirectional. For instance, it's the only way the RD Pod can receive firmware updates.
