Airplane mode should disable transmission, but when connecting to an external HR strap, the watch is just receiving.

He wants to use it for a very specific purpose, and he cannot do it. So whose problem is it, then? Not mine for sure. And I doubt if garmin is concerned about it either.
You can if you want log on to wikipedia and change the definition yourself ;-) So do not expect the wikipedia to be accurate.
it is EASA (European Union Aviation Safety Agency) and FAA that have made the definitions. Airplane mode which is part of the PED-regulations. (Personal Electronic Devices).
The PED-regulations is about flight mode / airplane mode - and they talk ONLY about Celluar signal and wifi only. NOT Ant or Bluetooth.

you and I both know that cutting off or not cutting off is not against the definition (although this definition has been traced back to EASA).
But
you and I both know that cutting off your phone when airplane mode is on is a reasonable product design.
I've never had a view to discuss definition with you, I'm talking about user experience.
As I said before,
I think Garmin should think from the perspective of the user and have more empathy, instead of coldly replying to the customer that "there is no mistake in this design since it does not violate the definition of XXX".
You have simply taken the first link from the website - that shows the initial description the two PED types whereas mobile devices had to be turn off during take-off and landing. This was actually only regulated from 2013 to end of 2014.

But the regulations was changed in 2018 som Bluetooth is ruled out so the PEDs only is about Celluar and WIFI.
The reason for ruleing out Bluetooth was two things:
1. RF - Radio Frequency and
2. It is a short range signal (10 meters / 30 feet).
If you have plenty of time then you can read the board member resumees that explains that every single aviator company are allowed to set their own rules on this matter.
Everyone is allowed to have an opinion on this - but the facts and rules are just different.
The expectation is that Airplane mode on the watch ought to cut all RF activity, regardless of the Wikipedia definition.
When I enable Airplane mode I can't connect to any sensors and the Bluetooth connection to the phone is turned off. Even starting an activity whilst in Airplane Mode doesn't cause the sensors to connect.
If, however, I've already started the activity and the sensors have connected, turning on Airplane Mode will not disconnect them.
I have the same problem, sometimes when I turn ON airplane mode bluetooth connection remain active or reactivate itself after a while...
For Garmin Airplane mode is intenend as: Select to enable or disable airplane mode to turn off all wireless communications.
Bluetooth of course is a wireless communications so it need to be turned off as intended and remain OFF as long as I have airplane ON
